Support for creating an Electoral College can be found in the Declaration of Independence. The second sentence says the people have the right to form new government, based on such principles and organizing its powers in such form as to them shall seem most likely to affect their safety and happiness. The Electoral College organizes government’s power and limits the power of a majority from dominating a large minority.
